How To Design Your Own Cover
I designed my own cover.
This took me about two weeks to design. I used Photoshop and lots of textures from here they are free. I designed it for a 6x9 book. I also just created a low resolution version for the web, used for Ebook and Kindle.
Now if you do not have the skills to create your own, hire someone, there are tons of starving artists out there willing to do work for you. Another good source for artist is DA. Look at work that is in the same genre as your book and just send the artists a note asking if they do commissions and what they charge.
Here is a link to the PDF requirements Create Space will want you adhere to, link. You will also have to create a spine and a back cover below are mine. In the requirements link it will explain to you what your dimensions should be. Once you do that submit it to Create Space and they will either approve it or tell you why it was denied.
